Originally, the city proposed that new subdivisions with five or more lots be required to establish homeowners associations, and non-residential subdivisions would be required to establish business owners associations. The benefit is that they can enjoy the advantages of owning land inside a city, Long said. IN OTHER BUSINESSThe League City City Council also approved a proposal Sept. 24 to spend $1.47 million to buy a new ladder truck for the League City Fire Department. The department has tried several times to spend $10,000 to repair the ladder truck only for it to die again.

League City considering limiting when residents can use water outdoors
The League City City Council on Aug. 13 voted unanimously to update its water-conservation plan and drought-contingency plan. The water-conservation plan outlines achievable goals related to how many gallons of water residents use per day; how much water is lost to leaking, flushing and other waste; and other water use-related data. The drought contingency plan sets up actions to further conserve water should League City experience a drought that would use up a majority of its water. When compared to peer cities, League City tends to fall in the middle when it comes to gallons used and water-loss percentages. Over the past five years, League City has an average water loss of 12%, which means 12% of the water League City gets from Houston and the Gulf Coast Water Authority is lost before it reaches residents.

Starting Aug. 15, the Federal Emergency Management Agencys updated flood plain maps will take effect, and thousands of League City homes will be added to the flood plain, affecting insurance rates as well as who is required to get flood insurance. Under the existing 1999 FEMA flood plain maps, 1,265 League City homes are considered within the 100-year flood plain, which has a 1% chance of flooding during a given year. About 8,191 acres, or 24.2%, of League City are within the flood plains now, and on Aug. 15, that amount will grow to about 17,097 acres, or 50.4% of the city, according to League City data. League City City Council in late July voted to adopt the updated FEMA flood plain maps. League City residents can use this online tool to see if their homes fall within the 100-year flood plain.

The Federal Emergency Management Agency has reimbursed League City more than $1 million for money the city spent on emergency communications, evacuations and sheltering following Hurricane Harvey, according to an Aug. 5 FEMA press release. During and in the immediate aftermath of the hurricane, League City opened an emergency operations center to coordinate search and rescue efforts, outside resources and damage assessments. FEMAs grants went to the state, which then disbursed the moneys to eligible applicants, including League City, according to the release. Meanwhile, League City is still waiting to hear back on possible FEMA funding for nine drainage projects, League City Engineering Director Chris Sims said. The other 18 projects dragged along until FEMA told League City nine were not going to be funded.

Budget season is underway, and the League City City Council and city staff are working to hammer out the details of the proposed fiscal year 2019-20 budget before it is approved in September. City Manager John Baumgartner said the most important projects in the CIP are the traffic and drainage projects. Under the citys homestead exemption, residents whose League City homes are their primary residences can be exempt from property taxes up to 20 percent of their homes values. In 2010, League City collected just over $10 million in sales tax revenue, according to the budget. A public hearing for the budget will be held Aug. 13 at 6 p.m. in the council chambers, 200 W. TxDOT did not provide further comment as to why the segments are being considered for removal from the UTP.
