Justice Department Settles Investigation into Language Barriers in the Hazleton Police Department

The Justice Department today announced it has reached a settlement agreement with the Hazleton Police Department (HPD) and the City of Hazleton, Pennsylvania, to help people with limited English proficiency (LEP) communicate with the police. The agreement resolves a Justice Department investigation of the HPD under Title VI of the Civil Rights Act of 1964. The Justice Department initiated its review after receiving a complaint from the Community Justice Project on behalf of an LEP Hazleton resident who had been forced to rely on his young son and a co-worker to communicate with the police. Enforcement of Title VI of the Civil Rights Act of 1964 is a top priority of the Civil Rights Division. On Monday, Ogg announced that Gallegos had been indicted for murder by a county grand jury for shooting and killing Dennis Tuttle, one of the two Houstonians slain in the Harding Street raid. Six more HPD officers were indicted Monday in connection with the 2019 Harding Street raid that led to the deaths of Dennis Tuttle and Rhogena Nicholas. Thomas Wood, Clemente Reyna, Frank Medina, Griff Maxwell, and Hodgie Armstrong were charged with engaging in organized criminal activity, aggregate theft by a public servant, and tampering with a governmental record.
