COVID-19 law sparks dialogue on nursing home alternatives
Now, the COVID-19 relief bill is offering states a generous funding boost for home- and community-based care as an alternative to institutionalizing disabled people. (AP Photo/Charles Krupa)WASHINGTON โ With the memory of the pandemic's toll in nursing homes still raw, the COVID-19 relief law is offering states a generous funding boost for home- and community-based care as an alternative to institutionalizing disabled people. As it has grown to cover about 1 in 5 Americans, it's also become the nation's default long-term care program, although qualifying is often an arduous process. While the federal government requires state Medicaid programs to cover nursing home care for low-income people, that's not the case for home- and community-based support services. For now, states and advocates for the disabled are awaiting guidance from the federal Centers for Medicare and Medicaid Services on how the money in the COVID-19 law can be spent.

Hacked software provider acknowledges ransomware attack
DALLAS โ A major U.S. provider of software services to state and local governments acknowledged Friday that it was hit by a ransomware attack two days after telling clients an unknown intruder had compromised its phone and information technology systems. Ransomware purveyors are increasingly breaking into company and government networks and siphoning out valuable data before scrambling them and demanding payouts. Tyler provides software services to local and state governments across the country for everything from jail and court management systems to payroll, human resources, tax and bill collection, and land records. The hack follows other ransomware attacks on parts of the Texas courts system and the state Transportation Department. More than 20 local governments in the state were hit by similar hacks in 2019.
Hacked software provider won't say if ransomware involved
An updated statement on Tyler's webpage did not address whether ransomware may have been involved. Customers' use of Tyler products for election data reporting appears limited. Nashville's information technology director said the city uses a Tyler โopen-dataโ product, Socrata, to post unofficial election night results, among other uses. Tyler said Socrata data is hosted on Amazon Web Services, not on the network that was hacked. Hanna Pickering, director of information technology in Portland, Maine, said the city uses Tyler platforms for payroll, permitting, city inspections, city planning and human resources, among other things.
