‘Bold and dangerous fugitive’: 3 suspects, including gunman, identified in shooting death of Pct. 5 Cpl. Charles Galloway

Oscar Rosales, 51, is charged with capital murder and remains at large

HOUSTON – Houston police and the Harris County Precinct 5 Constable’s Office have identified the suspected gunman and two accomplices connected to the shooting death of Cpl. Charles Galloway.

Oscar Rosales, 51, has been charged with capital murder and remains at large.

On Sunday, Pct. 5 Cpl. Charles Galloway, 47, was fatally shot by Rosales during a traffic stop in southwest Houston, according to authorities. He was a 12-year veteran with Pct. 5 and was promoted to Corporal in 2020.

Constable Ted Heap said Galloway “was very much loved” by the men and women he served with.

“Mr. Rosales, you can run, but you cannot hide,” Harris County District Attorney Kim Ogg said, adding that, if captured, Rosales will be held without bail.

Houston Police Chief Troy Finner described Rosales as a “bold and dangerous fugitive.” He said he received evidence that he “often changes his appearance.”

“We have video evidence of him shooting the constable,” Finner said. “We are working with every single law enforcement agency -- federal, state, local -- even airports, bus stations and our borders in Texas. We need the eyes and ears of our citizens to help us bring this suspect into custody.”

Crime Stoppers is offering a $60,000 reward, which includes donations from the 100 Club’s Fallen Heroes fund and Houston businessman Tilman Fertitta, for information leading to Rosales’ arrest.

“The best thing he can do is to turn himself in. But he hadn’t listened,” Finner said. “There are individuals that know him. He is armed and dangerous.”

Two additional suspects were also named: Reina Pereira-Marquez, Rosales’ common-law wife, and Henri Mauricio Pereira-Marquez, her brother, according to Ogg. They were both taken into custody on Sunday and subsequently charged for tampering with evidence.

Both Reina and Henri were booked into the Harris County Jail. Marquez’s bond was, for a short while, set at $850, and Pereira-Marquez’s bond was set at $100,000, according to court documents.

Bond clarification

KPRC2 Investigates was the first to ask the DA’s office about Marquez’s low bond amount during a live news conference Monday afternoon.

Here’s what we’ve learned so far.

In Magistrate Court, Marquez’s bond was set at $100,000.

Soon afterward, the bond amount online indicated it was actually $850.

KPRC 2 called the jail to verify the $850 bond.

According to online court records and a court document, a clerk for District Judge Jones signed off on that $850, and a bonding company was hired to bond Marquez out on that amount.

Online court records indicate the $850 was made, but before she left jail-- the bond was set back up to $100,000.

So how the bond was lowered, then later reset remains unknown. It was also not known if it was intentional or a computer error.

KPRC2 has sent requests for more information to the court, the clerk and the DA’s office.

At this time, Marquez remains in jail on a $100,000.

The court has called for a hearing on Wednesday to review the bail amount.
