The victim told an interviewer Terrell had removed the shower head and pointed the hot water toward him. The boy also said Terrell spanked him and choked him after getting out of the shower.Both Brisby and Terrell have mugshots from previous charges with the Harris County Sheriff's Office.

The city of Humble approved an increased budget for fiscal year 2019-20 to fund mobility and infrastructure improvements. Humble City Council approved the FY 2019-20 budget on Sept. 12 that includes a $113.53 million total operating expenditure for FY 2019-20a 1.7% increase from its $111.62 million budget for FY 2018-19. The city also continued its trend of raising its property tax rate for the fourth year in a row as it plans for the future and attempts to ease its reliance on sales tax revenue. Humble City Council approved a property tax rate of $0.255944 per $100 valuationan 8% increase over the FY 2018-19 tax rate of $0.245572, Humble City Manager Jason Stuebe said. The maximum allowable rate increase will be reduced to 4% in 2020 because of state Senate Bill 2, which limits increases without an election.

Ask the editor: How is the Northeast Water Purification Plant expansion coming along?
In fall 2017, the city of Houston along with other area water agencies broke ground on the $1.76 billion expansion project of the Northeast Water Purification Plant, at 12630 Water Works Way, Humble. On July 10, Houston City Council approved appropriating roughly $997.8 million to the project. The city of Houston contributed roughly $264.56 million of the total allocated funds, while other regional water authorities contributed the rest. This expansion will increase the number of gallons the plant can pump to 400 million per day by 2025. Phases 1 and 2 will increase production by 320 million gallons of water per day.

Italianos Restaurant, an Humble-based restaurant chain, will open its fourth Greater Houston-area eatery in late 2019 or early 2020 at 1414 Northpark Drive, Kingwood, in the Centre at Northpark shopping center. The other three restaurant locations are in Humble, Atascocita and Pearland.
