HOUSTON – By now you’ve heard the Houston Texans are building a new headquarters and practice facility.
The TORO District will be in the Bridgeland community on the far Northwest side. It is expected to open with restaurants, shopping, and homes in 2029.

One interesting issue the 83 acre TORO District has is split school zoning. Part of it is in Cypress-Fairbanks ISD and part of it is in Waller ISD.
We saw some of you talking about it on NextDoor.
So, 2 Investigates reached out to both districts to see what they know.
“We have not been involved in any planning for Toro District; however, Waller ISD is a fast-growth district, and we take a very strategic and proactive approach to long-range planning. This ensures our facilities, academics, and extracurricular offerings meet the needs of the community we serve, and we are including the projected impact of Toro District into our planning,“ said Waller ISD Chief Communications Officer Sarah Marcus. ”We currently have a demographic study underway, with results expected by August 2026. The results of our demographic studies help drive our long-range planning process.”
“Although CFISD is thrilled to welcome the Houston Texans to the Bridgeland community, no further discussions have taken place between CFISD and the Texans regarding the scope of the Toro District,” Cy-Fair ISD Assistant Superintendent for Communication and Community Relations Joel Weckerly tells us.
What happens next for students in both districts remains an open question as the TORO District moves towards its 2029 opening.
