According to Harris County District Attorney Kim Ogg, Loosmore “used his badge and gun to try and settle a personal score.”

Investigators said Loosmore shot neighbor Casey Brown three times with a 9mm handgun on Oct. 13, 2016, while Brown was in his own yard. Investigators said Brown, who has since recovered from his injuries, attacked Loosmore before the shooting occurred. Loosmore was reportedly not in uniform during the incident, but investigators said he did have a badge hanging around his neck.

According to Ogg, Loosmore, who had been an officer for seven years at the time of the shooting, resigned from HPD in April 2017.

Loosmore faces two to 20 years in prison and a fine of up to $10,000.
