STAFFORD, Texas โ A recent break-in could force a family-owned business over the brink, the owner said. The Stafford Ice House has been in the eight square mile city of Stafford for 26 years. The constitution makes very clear that only legislature can suspend laws,โ Woodfill said. The 45-year-old law gives broad powers to the Governor of Texas to supersede and suspend laws in emergency situations.

"There's a lot that goes into a full-service restaurant that we're not using right now," said general manager Shawna Heflin. Just one example of thousands of cases -- business owners navigating a financial fight against a deadly and costly enemy. So you canโt get kicked out of your home and no eviction court cases will move ahead. Landlords can file those cases but right now they are not being heard.
