The spill happened Friday night when a Crowley Maritime barge was transferring 5 million gallons of oil to the refinery. It's not clear how much oil spilled, but the Department of Ecology reports the crude oil sheen on the water covers an area approximately 225 feet by 30 feet. A containment boom is in place and "responders are actively working to recover the spilled material," Shell Puget Sound Refinery said in a news release posted on its website. A survivor told rescue crews that after their vessel capsized, he swam for help while the other two boaters stayed with life jackets on. MIAMI - A search is underway for two missing boaters after a storm capsized a vessel off the southeastern coast of Florida on Friday, the US Coast Guard said. He was rescued on Sunday by a good Samaritan vessel near Biscayne Bay, the Coast Guard said, and is receiving medical care at Jackson Memorial Hospital. The boaters departed from Caribbean Club in Key Largo last Thursday, according to the Coast Guard. (CNN) - Authorities are trying to determine the source of smoke coming from the hull of the Golden Ray, a cargo ship that capsized more than a month ago off the Georgia coast. Crews monitoring the ship noticed white smoke coming from the Golden Ray just after 8 a.m. Sunday and are working to identify the source of the smoke, US Coast Guard Petty Officer 2nd Class Michael Himes told CNN. Response teams sprayed water onto the vessel to try to contain the smoke. More than 250,000 gallons of fuel have been removed from Golden Ray so far. The Unified Command consists of the US Coast Guard, the Georgia Department of Natural Resources, and Gallagher Marine Systems.

The investigation into the California boat fire continues as the boat is recovered. SANTA BARBARA, Calif. - The US Coast Guard released a safety bulletin asking the owners and operators of commercial boats to think about limiting the unsupervised charging of cellphones and other electronics that use lithium-ion batteries. National Transportation Safety Board Chariman Robert Sumwalt said Thursday the boat was required to have a roving watch person, but crew members were asleep. The Coast Guard said its safety bulletin contained regulations that would serve as a reminder for the owners and operators of commercial vessels, related to fighting fires, saving lives and providing for escape in case of emergencies. The safety bulletin also recommended boat operators review the crew's emergency duties, ensure logs on emergency drills and equipment maintenance are up to date and make sure emergency escapes are clearly identified.

SAVANNAH, Ga. - Four crew members of the Golden Ray are still missing a day after the cargo ship overturned in St. Simons Sound off the coast of Georgia. The missing crew members -- all South Korean nationals -- have been confirmed to be in the ship's engine room, according to South Korea's Foreign Ministry. She said the rescued crew members were in good condition. They also offered bibles and promise books to any of the crew members who might want them and they each took one, West said. As investigators work to locate the missing crew members and determine the cause, pollution mitigation efforts are underway, according to Cmdr.

(CNN) - Four crew members remain unaccounted for after a cargo ship began "listing heavily" off the coast of Georgia on Sunday morning, according to a news release from the US Coast Guard. It was about 2 a.m. when authorities were first notified the vessel was listing, Reed said. Crews from the Coast Guard and other agencies responded and rescued 20 of the 24 crew members before a fire on board forced them to stop, he said. The International Seafarers' Center in Brunswick provided food and clothing to between 18 and 20 crew members, the center's director, Vicki West, said. The crew members are Filipino and South Korean, she said, and were provided with bags of hygiene items, socks, games and Bibles.

(CNN) - The U.S. Coast Guard said four bodies have been recovered near a dive boat that caught fire off the California coast, The Associated Press reported Monday. Rescuers were able to save the five crew members, who were awake in the main cabin and jumped off of the boat, Coast Guard Capt. The passengers were below deck in the berthing area that's primarily used for sleeping, the Coast Guard's Aaron Bemis told CNN. Good Samaritans rescued the crew members and took them aboard, the Coast Guard said. The boat is about 20 miles off the mainland coast, near Santa Cruz Island in the Channel Islands National Park.

CNN video(CNN) - A plane went down near northern California's Half Moon Bay on Tuesday afternoon, but the pilot and passenger walked away practically unscathed thanks to some quick thinking and the US Coast Guard. Lesh told KGO-TV that the plane lost power, and he couldn't get the engine running again. The plane floated for about 30 or 40 seconds, he said, during which Lesh and his passenger stood on the wing. The whole incident -- from realizing something was going amiss to hitting the water -- only lasted one or two minutes. "The second pilot's quick response to report the downed plane and remain on scene greatly aided the Coast Guard's prompt response and ability to save two lives," said Lt. Cmdr.

That's about a hundred to a thousand times worse than the company's initial estimate, which put the amount of oil flowing into the ocean at less than three gallons a day. The leak started in 2004, when an oil platform belonging to the Taylor Energy Company was damaged by a mudslide after Hurricane Ivan hit the Gulf of Mexico. But after local activists observed more oil slicks near the site of the Deepwater Horizon Spill in 2010, the Taylor oil spill started getting national attention. Taylor Energy has claimed that intervening further could release more oil and negatively affect the environment.
