Fans heading to Houston ISD athletic events this school year will need to plan ahead.
Starting Aug. 1, HISD is rolling out new security and entry rules for UIL sporting events at district athletic facilities, including a new clear bag policy, student ID requirements and adult supervision for most minors.

District leaders say the changes add another layer of security alongside the metal detectors and bag inspections already in place.
“Though we’re really blessed that we don’t have a lot of issues, our athletes have prepared too hard and too long to let something stop them,” HISD Executive Director of Athletics Dr. Andre’ Walker said.
What’s changing at HISD athletic events?
Beginning Aug. 1, spectators attending UIL sporting events at HISD athletic facilities must follow these new rules:
- Each spectator may bring one clear bag that meets district size requirements.
- Most minors must be accompanied by an adult to enter.
- Minors must also show a school ID, which can be a physical ID or a photo of it on their phone.
The only exceptions are:
- HISD high school students, who may enter without an adult but must show a school ID.
- Student-athletes competing in the event.
One adult may accompany multiple students.
Walker said the supervision requirement is designed to help ensure students aren’t left unsupervised before or after games while waiting for rides.
What bags are allowed?
Only one clear bag per spectator is permitted inside the venue.
There are a few exceptions:
- Clear diaper bags are allowed and are not subject to size restrictions, but they must be made of clear material.
- Medically necessary bags are allowed but will be inspected.
If someone arrives with a prohibited bag, they’ll be asked to return it to their vehicle before entering.
HISD said spectators who want additional privacy can place personal items, including hygiene products, inside pouches or pockets within their clear bag.
The clear bag policy does not apply to student-athletes transporting uniforms or equipment.
Where do the new rules apply?
The new policies apply to UIL competitions hosted at HISD athletic facilities, including venues like Delmar Stadium and other district sports complexes.
They do not automatically apply to non-UIL events, such as club sports, although individual campuses may choose to adopt similar policies.
Families are encouraged to check with their campus before attending an event.
What isn’t changing?
HISD says several existing security measures will remain in place, including:
- Security screening and metal detectors
- Bag inspections, including clear bags and medical bags
Fans can still bring items such as:
- Binoculars
- Stadium seats
- Blankets
- Small personal umbrellas, as long as they don’t obstruct others’ view
Items already prohibited on school property, including weapons, alcohol, smoking devices, air horns and other mechanical noisemakers, will continue to be banned at athletic venues.
