SNAP benefits changing April 1 in Texas: What you can no longer buy

Millions of Texans who rely on food stamps will soon see changes at the grocery store.

Starting April 1, new restrictions from the Texas Health and Human Services Commission (HHSC) will limit what can be purchased through the Supplemental Nutrition Assistance Program (SNAP), also known as food stamps.

Under the updated rules, SNAP recipients will no longer be able to use their Lone Star Cards to buy candy or sweetened beverages, according to HHSC.

That includes:

  • Soda and other sugary drinks
  • Beverages with five grams or more of added sugar
  • Drinks containing any artificial sweeteners
  • Candy, including chocolate bars, gum and similar sweets

The restrictions also apply to certain snack items, such as candied or coated nuts and fruits, officials said.

What you can still buy

Most staple groceries will remain eligible under SNAP, including:

  • Fruits and vegetables
  • Meat, poultry and fish
  • Dairy products
  • Bread, cereal and other essentials

Some items that may seem similar to restricted foods are still allowed if used for cooking, such as baking chocolate or cake decorations.

Why the changes are happening

State leaders say the policy is meant to encourage healthier eating habits.

The change stems from a state request approved by the U.S. Department of Agriculture in 2025, allowing Texas to restrict certain purchases under SNAP.

Officials say the goal is to align benefits with more nutritious food choices and improve long-term health outcomes for families.

How many Texans are affected

More than 3 million Texans rely on SNAP benefits, meaning the change will impact households across the state, including many in the Houston area.

The new rules apply to all retailers that accept SNAP, whether shopping in-store or online.

What to watch for at checkout

Shoppers are encouraged to:

  • Check Nutrition Facts labels for added sugar
  • Look at ingredient lists for artificial sweeteners
  • Pay attention to store signage about restricted items

Retailers across Texas have already begun notifying customers ahead of the change.
