HOUSTON – A former Prairie View police officer is wanted after being accused of using his authority to sexually harass a civilian during a traffic stop, according to court records.

Scott Mills, 68, is wanted on a misdemeanor charge of official oppression, according to a probable cause document filed Feb. 6.

Online records show Mills now works for the San Jacinto County Sheriff’s Office. KPRC 2 has contacted the sheriff’s office for confirmation. Officials said they would get back to us.

The incident referenced in court records is alleged to have occurred on June 10, 2024, in Harris County.

The alleged victim told authorities she had recently moved to Texas from another state. She said she was driving near her apartment complex around 1:20 p.m. when a black SUV labeled “Police” pulled up next to her.

The driver signaled for her to roll down her window and asked if “they taught her how to drive in [the state her license plate was registered to].” He then told her to pull over, records state.

When she stopped in a parking lot, he pulled in and parked behind her, prosecutors said.

Mills then approached her window and explained the reason for the stop, adding that she was “lucky” he pulled her over rather than “a white cop,” according to documents.

During the stop, he allegedly complimented her eyelashes and tattoos and reached into the vehicle to touch her face and neck, records say.

From there, the conversation reportedly turned sexual. Court records state the officer asked her multiple graphic questions regarding her sexual preferences and commented on her appearance, allegedly telling her, “I can see you have nipple piercings.”

The woman told investigators the interaction lasted several minutes. She said Mills eventually told her he would let her go if she took his phone number. He then saved his contact in her phone under the name “Scott,” according to records.

She said he returned to his patrol vehicle and remained there until she drove away.

After the incident, the woman contacted the Houston Police Department and reported what happened, documents state.

Authorities said they later recovered evidence linking Mills to the alleged encounter. License plate data from a FLOCK security camera reportedly placed Mills’ patrol vehicle at the scene around the time the incident was reported. His vehicle was also captured on surveillance video from the parking lot, records say.

The victim also identified Mills in a photo lineup, according to documents.

Mills was not in custody as of this writing.

In a phone call with KPRC 2’s Bryce Newberry, officials with the Prairie View Police Department said Mills was dismissed from the department at the direction of the city manager, but they did not provide a reason. The dismissal reportedly occurred in January 2025.
