HUMBLE, Texas – A newly obtained internal survey sheds light on the concerns that led the City of Humble to take action against Police Chief Dan Zientek.
2 Investigates reporter Mario Diaz obtained the eight-page report through a public information request after the chief was first placed on paid administrative leave, a status that was later changed to unpaid leave just days later.
According to the report, 40 of the department’s roughly 90 employees participated in the survey. Many respondents raised concerns about leadership practices, with the city noting recurring themes tied to favoritism in promotions, low morale, loss of experienced personnel, and a growing sense of fear and uncertainty within the department.
The report also points to calls for stronger ethical leadership, with some employees saying they were hesitant to provide candid feedback due to worries about inconsistent discipline or possible retaliation.
“Respondents described an organization where trust has diminished,” the report states, adding that promotions and assignments are often viewed as lacking transparency.

2 Investigates previously reported that several employees had lodged complaints involving Chief Zientek, including concerns surrounding the rapid promotion of a female sergeant to captain within four months, a move that raised eyebrows because it involved jumping two ranks in a short period of time.
2 Investigates has also reported that nearly 30 officers have left the Humble Police Department over the past three years.
While the report highlights significant issues, it also notes some positive feedback. Respondents pointed to improvements in technology and equipment, strong performance within the patrol division, and effective leadership from specific individuals within the department.
