After family members became concerned, they requested a welfare check by police.

When deputies arrived at the residence and made contact with Arthur, they discovered a 15-year-old female runaway who was staying at the residence, authorities said.

The girl is from Woodland, California, and met Arthur on an app called KIK in July 2016, according to investigators.

The two talked for several months before Arthur convinced the girl to meet him, deputies said.

The girl stayed with Arthur for a few days at a local motel, and then the girl came to his house, investigators said.

During examination interviews, investigators said they learned that Arthur had sexual contact with the girl.

Arthur is being held without bond in the Harris County Sheriff’s Office Detention facility.
