4 PM UPDATE MONDAY: Tropical Storm Francine expected to be Cat. 2 hurricane at landfall, Tropical Storm Watches issued for Texas coast


What’s new:
The National Weather Service has now upgraded Potential Tropical Cyclone Six to Tropical Storm Francine Monday morning at 10 a.m. Tropical Storm Francine has formed in the Southwest Gulf of Mexico with sustained winds of 50 mph slowly moving from the coast of Mexico to the southern Texas/Louisiana border.

Impact to Houston:

Tuesday 7 am: Right now, we’re tracking coastal showers Tuesday morning around 7 a.m. with the chance of heavier downpours off the coast and just east of Texas City and Galveston.

Tuesday 8 a.m.: More rain headed our way just south of I-10 with the chance of heavier downpours near Sugar Land, Hobby, Clear Lake down to the coast.

Tuesday 3 p.m.: Tracking the chance for downpours in areas like Katy, Jersey Village into downtown Houston and areas between Mont Belvieu and Liberty.

Tuesday 6-8 p.m.: We have the chance for heavier rain picking up in the evening hours.

Category 1: Winds 74 to 95 miles per hour (mph).

Category 2: Winds 96 to 110 mph

Category 3: Winds 111 to 130 mph

Category 4: Winds 131 to 155 mph

Category 5: Winds greater than 155 + mph.

Francine is expected to strengthen into a hurricane by Wednesday and make landfall around Louisiana sometime late Wednesday.

Houston: East of Houston 7 a.m. at 85 mph
