A growing divide is emerging at City Hall over how to respond to a high-stakes threat from the state that could cost Houston $110 million in public safety funding tied to its recently passed immigration ordinance.

Last week, a judge in Harris County issued a temporary restraining order against Jay Management Company, ordering the oil and gas operator to stop all services immediately in the small community of Dayton. Since then, residents said the company continues production despite the judge’s order.

Families in Dayton said the oil is seeping into their drainage system, damaging their properties, and making them sick.
