Ramon began her career as a volunteer firefighter with Cy-Fair in 1990 and was hired as fire chief in July 2014 after a national search. She has since overseen the department’s expansion to around-the-clock staffing at all 13 stations, according to the department.
CFFD serves more than 600,000 residents in northwest Harris County and responds to approximately 46,000 emergency calls each year. The department operates 16 medic units daily, with plans for eight additional stations over the next decade, officials said.
Ramon’s nomination was submitted by the Harris County Emergency Services District No. 9 Board of Commissioners, with letters of support from the International Association of Fire Fighters, the Cy-Fair Professional Firefighters Association and department leaders.
Supporters cited Ramon’s management of the department’s $102 million operating budget and $38 million capital budget, as well as her focus on financial transparency and firefighter wellness. The department said she helped establish a mental health program for firefighters and their families and implemented cancer-screening initiatives.
Ramon also serves in leadership roles with the Harris County Fire Chiefs Association and Texas Fire Chiefs Association. Her peers named her Texas Fire Chief of the Year in 2024.
“This recognition belongs to every member of this department who shows up and does the work every day,” Ramon said.
The department will hold a celebration reception for Ramon at 6 p.m. Aug. 27 at its administration office at 10710 Telge Road in Houston.
