“Melvin was an incredible man and public servant,” Gonzalez said. “He leaves behind a strong legacy.”

Foster served Harris County for nearly 15 years.

A Houston native, Foster attended Jack Yates High School, where he played linebacker and was part of a state championship team in 1985. He went on to play college football for the Iowa Hawkeyes and appeared in the 1991 Rose Bowl. During his career, he earned USA Today All-American and All-State honors.

Foster briefly played for the Dallas Cowboys in 1992 and was later inducted into the Harris County–Houston Sports Authority Houston Hall of Fame.

A brief cordon of honor will be held Thursday at the Harris County Institute of Forensic Sciences, located at 1861 Old Spanish Trail. Attendees are asked to gather at 7:15 a.m., with the ceremony scheduled to begin at 8 a.m.

Following the ceremony, Deputy Foster will be escorted east along Old Spanish Trail to Texas State Highway 288 northbound, then to U.S. Highway 59 northbound, continuing to Interstate 10 eastbound.
