HOUSTON – As freezing temperatures moved through the Houston area following a winter storm, three dogs were rescued from dangerous conditions Sunday evening in southeast Houston.

According to the Houston SPCA and Harris County Constable Precinct 1, the dogs were found chained outside on a property and suffering from exposure to the cold. Authorities also discovered a fourth dog on the property that had died.

Officials say the surviving dogs were malnourished and shivering when they were rescued.

The rescue was carried out by the Houston SPCA in partnership with the Harris County Constable Precinct 1 Animal Cruelty Unit. The investigation into possible animal cruelty is ongoing.

“With animal ownership comes animal responsibility,” Constable Alan Rosen’s office said in a statement. “Spot animal cruelty? Call Houston SPCA.”

The Houston SPCA is urging residents to report animals left outside without proper shelter, food or water — especially during extreme weather conditions. Leaving pets chained or exposed during freezing temperatures can quickly become life-threatening.

Anyone who suspects animal cruelty or neglect is encouraged to contact the Houston SPCA at 713-869-7722.
