Houston woman charged after baby found malnourished; children living amid dog feces, no electricity

A Houston woman has been arrested and charged after children were found malnourished and living in “unsafe conditions.”

Delissa Monique Williams, 38, was charged with a felony count of endangering a child. She was arrested just before 10 a.m. Thursday, Dec. 18.

According to court records, children in Williams’ care were found “living in unsafe conditions surrounded by dog feces and no electricity.”

Documents also state that Williams denied providing food to at least one infant child and failed to deliver that child to an emergency infant care provider when the child was in danger.

Williams’ home address is listed as an apartment in the 16700 block of Ella Boulevard in north Houston, just off I-45. It is unclear whether this apartment is where the children were found.

According to financial statements tied to the arrest, Williams was unemployed at the time of the incident. However, she listed her last job as an organization that, based on internet searches, appears to be a PLLC for a nurse practitioner group.

KPRC 2 contacted the phone number associated with the company and requested information regarding Williams’ possible previous employment. We will have updates when we learn more.

Williams was given a bond set at $35,000.
