MONTGOMERY COUNTY, Texas – Two additional arrests have been made as part of a Montgomery County proactive investigation targeting human trafficking and child exploitation.
Operation Bombshell, conducted in November, led to the arrest of seven people at the time.

During the operation, detectives with the Montgomery County Pct. 3 Constable’s Office learned about a man who was attempting to solicit sexual acts from both an adult female and a 14-year-old. Investigators learned the suspect planned to travel from the Hempstead area to The Woodlands on Sunday, Nov. 30, to carry out the encounter.
The suspect, identified as Johnathan Rodriguez, was intercepted by deputies and taken into custody when he came to The Woodlands.
Rodriguez is charged with solicitation of prostitution, solicitation of prostitution of a minor, and online solicitation of a minor.
During an interview after his arrest, Rodriguez allegedly admitted to communicating online with multiple individuals and acknowledged traveling to meet what he believed to be an adult female and a 14-year-old juvenile female. He further stated that an adult female had coordinated the meeting through a social media application.
Following up on this information, detectives began investigating the account believed to belong to the adult female who set up the meeting. However, emergency legal process revealed that the account was operated not by an adult, but by a 13-year-old juvenile, who was also being exploited.
“Detectives also discovered that the juvenile account user had attempted to solicit other juvenile victims and was attempting to sell nude images of the juvenile,” the constable’s office said.
Evidence led detectives to a home in Manor, Texas, in the Austin area. A search warrant was issued and investigators went to the home. The constable’s office says a man, identified as Frederick Osburn, attempted to physically block authorities from entering the home. He was taken into custody by Manor Police and charged with interfering with public duties.
Inside the home, investigators located and rescued the 13-year-old who they say was being coerced by Osburn into producing nude images.
“Multiple electronic devices were seized, and evidence recovered at the scene indicated that Osburn was posing online as a juvenile and soliciting other minor children via social media,” the constable’s office said.
The 13-year-old that was rescued is now receiving medical care and supportive services.
Osburn is charged with online solicitation of a minor in Montgomery County and has a $500,000 bond. Manor Police have also launched an investigation and additional charges are expected to be filed against Osburn in Travis County.
