Brookshire police chief resigns amid two internal investigations

BROOKSHIRE, Texas – Brookshire Police Chief James Hines resigned overnight as the department faces two internal investigations.

Hines could not be reached for comment.

Mayor Robert Richards confirmed the resignation to KPRC 2 but declined to provide further details.

The department is currently under scrutiny in two separate investigations involving employee conduct one of which includes a captain.

In early June, an officer was caught on cellphone video chasing a group of stray dogs and fatally shooting one.

The officer, who has not been publicly identified, has been placed on paid administrative leave pending the outcome of the investigation.

“The city attorney is finishing up the investigation,” Mayor Richards told KPRC 2’s Rilwan Balogun in a phone interview. “[However,] the city will still wait on Waller County to complete their portion. The Brookshire city attorney is 98% done.”

Waller County animal control officers were on scene of the shooting.

Richards added that he would follow up with Waller County, saying, “That is an important piece. I don’t think the investigation can be considered complete without it.”

A second internal investigation involves Captain Miller, who is accused of hitting a 12-year-old boy riding an electric scooter.

Officials say the incident occurred on Tuesday, June 3, when Miller, driving an unmarked department vehicle, turned into his subdivision and struck the child.

The boy was injured and taken to a local hospital for treatment. The Fort Bend County Sheriff’s Office is investigating the incident. No additional details have been released.

When asked whether Chief Hines’ resignation was related to the ongoing investigations, Mayor Richards responded, “I’m not at liberty to say.”
