HOUSTON – The National Center for Missing & Exploited Children and the El Paso Police Department are trying to identify a child who was found alone near the United States-Mexico border.

Police described the child as a 2 or 3-year-old boy, possibly with the name “Luis.”

The child has a small birthmark above his eye and has short brown hair. When police found him, he was wearing blue sweatpants, black shoes and a shirt.

Police believes the child may be a U.S. citizen due to his fluency in English.
