According to deputies, a caller reported seeing a dead person in a blue Chevrolet pickup parked at the Austin Bayou Boat Ramp on FM 2004 around 6 p.m. May 3.

Deputies found the decapitated body of Jubal Dee Alexander 24, lying in the front seat of the pickup.

After an extensive search, investigators were not able to find Alexander’s head. Officials identified him through fingerprints.

Alexander was working as a contractor at the Ineos plant on FM 2004, and was living out of his truck to save money.

A witness notified the Brazoria County Sheriff's Office to say that Foyt killed Alexander.

Deputies discovered Foyt was in Lakewood, Colorado, and questioned and arrested him there. Foyt remains in the Jefferson County jail in Colorado awaiting extradition to Texas. His bond is set at $5 million.

The victim's mother, Rebecca Drummond Alexander, told KPRC 2, "I am so grateful that an arrest has been made. I know it won't bring Jubal back, but at least, we can maybe get some answers and know that he can't hurt someone else.

She said her son had never mentioned the name Zachary Foyt.

"I am definitely angry. I can't understand what could have gone so wrong that he killed my son. My son was very giving and helpful," she said. "If Zachary Foyt needed something, Jubal probably would have given it to him or at least helped him get it. I just can't understand why he murdered him and decapitated him. It's just crazy, especially since he didn't appear to know my son."

A motive is still unknown.
