Man accused of wearing tutu & flashing women appears in court

HOUSTON – A man who was allegedly wearing a tutu and exposing himself to people in north Harris County appeared in court Tuesday.
Richard Staples, of Huntsville, is charged with indecent exposure. According to Harris County Precinct 4 Constable Ron Hickman, deputies responded to a call Nov. 12 in the 19700 block of the North Freeway after several women reported a man walked up to a business in a tutu and exposed his genitals and buttocks to them. One of the witnesses recorded the incident on video.
Deputies said it may not be the only case.
"We do believe Mr. Staples is a suspect in several other indecent exposure cases in our area," said Harris County Precinct 4 Asst. Chief Mark Herman. "Constable investigators have other cases that lead us in the direction of the same suspect in this case."
A judge Tuesday set Staples' bond conditions -- he was ordered not to have any contact with kids other than his own family and he must stay away from the business on the North Freeway.
