Investigation into HPD officer fatal shooting of suspected robber

HOUSTON – Houston police are investigating a recent incident where a HPD officer fatally shot a suspected robber.

Officials say 26-year-old Hallis Kinsey attempted to rob someone, who was able to escape and call police.

According to officials, Officer T. Troung found Kinsey running away from the location at 9638 Plainfield at around 7 a.m. Monday. Troung attempted to arrest Kinsey, but police say he resisted and ran from him.

On the officer's second attempt to arrest Kinsey, police say Kinsey refused and charged Troung. In fear of his life, Troung shot his weapon once.

Kinsey was pronounced dead at the scene.

The officer was not injured in the incident.
