The program, led by Build Galveston and funded by the CenterPoint Energy Foundation, honors the legacy of late community activist Leon Phillips. For residents like Timothy Edward, who lives with a disability and couldn’t afford a new unit, the installation has been life-changing. So far, the initiative has helped 17 homes, with plans to reach up to 38. Applications are still open for Galveston residents.
