Don’t be alarmed, but 2.3 million residents’ cell phones are expected to receive an emergency alert from the Wireless Emergency Alerts (WEA) system in Houston on Friday, according to the City of Houston Office of Emergency Management.

If your cellphone was on at 2:20 p.m. Eastern time you should have heard a loud noise and seen a message flash across your screen.
