Two former Harris County Tax Office employees and two local business owners were arrested this week for allegedly defrauding taxpayers out of tens of thousands of dollars by illegally processing vehicle registrations and title transfers.

All Texas Department of Motor Vehicles regional service offices, including the northwest Houston location, will reopen at noon Friday after a system outage affected services such as registration renewals.
