Officials have released more information regarding the major federal law enforcement operation in Houston’s Clinton Park neighborhood has resulted in 10 arrests on drug and firearms charges, authorities confirmed Tuesday.
The arrests follow a coordinated multi-agency raid on multiple locations throughout the east Houston community.

Federal prosecutors released the identities of the suspects arrested on April 7. The suspects have also begun making their initial appearances in federal court.
The arrests come after indictments returned in March were unsealed during the court proceedings.
Two additional suspects are already in custody on related charges.
Individuals Arrested in the Raid
The eight individuals arrested on April 7 are:
- Anthony Means, 51
- Corre Deandre Plater, 36
- Damian Ray Broussard, 39
- Emanuel Walker, 30
- Johnnie Lee Chatmon, 51
- Leroy Lumpkin, 55
- Quentin Mayes, 51
- Stacy Lawton, 46
Two others involved in the operation include:
- Ronald Maddox, 42: Previously arrested and still in custody pending additional proceedings
- Justin Leonard, 39: Charged in a separate but related complaint, expected to make his federal court appearance soon
Suspects’ Criminal Backgrounds
Nine of the 10 suspects have criminal records and convictions in Harris County.
The lone outlier is Emanuel Walker, who had one misdemeanor case that was dismissed.
Many of the suspects had lengthy criminal records, including multiple felony convictions.
Six of the 10 were defendants in between 14 and 18 criminal cases in the Harris County, with charges including cocaine and firearm possession, unauthorized use of vehicle, aggravated assault with a deadly weapon, assault of a public servant, and assault of a family member.
Alleged Criminal Activity
According to federal court documents, the group allegedly trafficked fentanyl, crystal meth, cocaine, crack cocaine, counterfeit prescription pills, and firearms within the Clinton Park neighborhood.
Walker and Leonard are accused of selling cocaine, crystal meth, and approximately 3,000 meth-containing pills.
Leonard also allegedly sold a significant quantity of crack cocaine from a Clinton Park residence.
Authorities reportedly seized over 30 firearms, along with cocaine, crack cocaine, pills containing meth or fentanyl, crystal meth, heroin, marijuana, prescription pills, and cash.
The indictments show that the operation targeted an organized network involved in both drug distribution and firearms trafficking.
Potential Penalties
Penalties vary depending on the charges and defendants:
- Mayes, Chatmon, and Walker face up to 40 years in federal prison for drug offenses.
- The remaining defendants could face life imprisonment for combined drug and firearms charges.
- Each defendant may also be subject to fines of up to $250,000 per count.

The raids were part of a federal investigation led by FBI Houston as part of “Operation Spring Cleaning,” with assistance from:
- Houston Police Department investigators and SWAT units
- FBI San Antonio SWAT
- U.S. Marshals Service
- Bureau of Alcohol, Tobacco, Firearms and Explosives
- Texas Department of Public Safety troopers
- Houston Fire Department
