Man in custody charged with 2023 Fifth Ward murder

Police make arrest in cold case involving 26-year-old man

A man who was already in custody for an unrelated offense has now been charged in connection with the fatal shooting of a Fifth Ward man from over two years ago, officials confirm.

Zachary Harper, 47, has been charged with murder related to the shooting of Armin Mirazimi, 26.

Officers with the Houston Police Department responded to a report of a person down around 8:50 a.m. on Sept. 10, 2023, at a vacant lot in the 1800 block of Saint Elmo Street.

When they arrived, they found Mirazimi unresponsive inside a vehicle, suffering from a gunshot wound.

He was pronounced dead at the scene by Houston Fire Department paramedics.

Investigators said a gray Mercury Grand Marquis from the early 2000s, with a black vinyl roof over the backseat, was seen leaving the area around the time of the shooting.

According to homicide investigators, Harper was later identified as a suspect in the case.

He was formally charged while already in custody on April 1, 2026, for his alleged role in the killing.

The investigation remains ongoing.
