The incident happened on around 2:45 p.m. on Jan. 14 when deputies with the Galveston County Sheriff’s Office responded to the 4700 block of 2nd Street in Bacliff after getting reports that there was a person dead at the location.
When they arrived, they found Tsipai dead in the driveway of the home. The sheriff’s office said Tsipai was positioned partially standing and leaning into her vehicle. Detectives later determined that she had been in that position deceased overnight for approximately 18 hours.
Deputies also discovered a troubling scene inside Tsipai’s home where they found her 10-year-old child caring for their three month old sibling. The children had been inside the home alone after Tsipai died outside. Tsipai’s third child was not at the home at the time.
Investigators used forensic analysis on Tsipai’s cell phone data and reviewed surveillance video in the area and were able to identify Rowe and the individual responsible for giving Tsipai narcotics.
An autopsy revealed an exceptionally high level of fentanyl in Tsipai’s system, far exceeding a lethal dose.
On Wednesday, law enforcement was able to locate and take Rowe into custody.
