Man accused of shooting out driver's tire during road rage incident

FRIENDSWOOD, Texas – A Friendswood man was arrested after police said he shot out the tire of a vehicle whose driver he was chasing. 

Friendswood police initially responded to a hit-and-run accident reported in the 1300 block of S. Friendswood Drive on July 9 at 7:41 p.m.

Robert Charles Lay III, 34, of Friendswood, called police to report the accident and was on the phone with the police dispatcher as he followed the suspect vehicle into Pearland.

Police said the dispatcher asked Lay to stop and speak with an officer at Winding Road and N. Friendswood Drive, since he provided a valid license plate matching the suspect vehicle description.

But police said Lay did not stop. Instead, he continued to pursue the alleged hit-and-run driver into Pearland, running the driver off the road before shooting out the driver’s tire with a pistol, police said.

When the other driver was contacted, police said they determined the minor crash, occurring in Friendswood, escalated when Lay displayed a pistol and began to yell, scream and curse at the driver.

Pearland police charged Lay with deadly conduct. Friendswood police are investigating the alleged hit-and-run accident.
