According to court documents, Kilgore owns Margaret's Sew Clean in Baytown, and her store was under contract to perform alterations to clothing of employees of the ExxonMobil plastics plant in Mont Belvieu.
ExxonMobil told Baytown police that the company discovered that Kilgore had submitted charges with no alteration forms or receipts between July 2015 and July 2016, and that the total charges were $38,000.
The company said Kilgore initially told them that her business moved a couple of times and that she couldn't find the receipts.
After getting police involved, Kilgore submitted alteration forms, but ExxonMobil said the forms appeared to be copies of older forms and that several employee names were used more that 20 times.
ExxonMobil said the employees claimed to only visit Kilgore's store once or twice over a period of a couple years, not the 20 times Kilgore claimed.
Detectives said Kilgore confessed to making up charges in order to make more money. Baytown police said Kilgore said she felt she didn't make enough money from ExxonMobil on the alterations.
Kilgore was arrested Sept. 30. Her bond was set at $5,000.
