Police were called to the area near South Coast Drive and Marchant Road. When they arrived, the boy told them his adopted father, Kenneth Vernon Williams, had been beating him all day with a switch for wasting water while filling a water cooler.

Police said when Williams arrived, he admitted to hitting the boy, but said it was because the boy was lying and stealing.

Child Protective Services was called and Williams, 54, was arrested and charged with injury to a child under 15.
The boy was taken to Texas Children's Hospital for treatment of his injuries.
