HARRIS COUNTY, Texas – A Harris County deputy constable has been awarded Rookie of the Year honors at the 2015 Texas K-9 Officers Conference and Trails.
Deputy Andrew Baskins of Precinct 4 took part in several patrol canine events with his partner Telle, including tactical building clearing and off-leash patrol work.

Officials at the event said Baskins and Telle were at the top of their game and did an outstanding job.
Precinct 4 Constable Mark Herman said, "We are very blessed to have Deputy Baskins and K-9 Telle, protecting the law enforcement officers and citizens in Harris County."
