Details emerge on school principal's encounter with suspected prostitute

HOUSTON – A suspended school administrator was caught with a suspected prostitute who had cocaine, according to documents reviewed by Local 2 Investigates on Thursday.

The Galena Park Independent School District revealed Wednesday that it had removed 41-year-old Billy Foster from his position as principal at North Shore High School due to a criminal investigation.

The district and police declined to reveal the nature of that investigation, but Thursday Local 2 Investigates reviewed the Houston Police Department report of the case.

The HPD report states that a Narcotics Squad officer was working off-duty security at the Crescent City Apartment complex of 8501 Broadway in southeast Houston when he approached a car in which Foster was sitting.

The officer's report said he found the other occupant of the car with cocaine and marijuana.

Amanda Jean Yeager, 22, remained jailed Thursday on a felony count of cocaine possession after the weekend arrest.

The HPD officer's arrest report spells out that Yeager told him that she was working as a prostitute that night and had been paid $60 for sex.  The report said she described the school principal as a "regular" customer.

The HPD officer said Yeager gave the same account in a statement to Galena Park ISD Police.

The HPD police report states that the car containing the suspected prostitute and the school principal smelled heavily of marijuana, however, the principal was not found with any drugs and was not arrested.

Foster is not charged with a crime, and police said no further criminal charges were expected in the case.

The HPD arrest report spells out that Foster admitted to paying the prostitute for sex. The report did not spell out why he was not charged or even given a ticket.

Galena Park ISD spokesman Johnathon Frey said Wednesday that, "As is typical protocol, we put him on administrative leave pending the outcome of the investigation."

Frey said the district had nothing to add Thursday, and he was unable to confirm that the drug and prostitution account was given to school district police by the arrested woman.

Frey was asked whether the district was considering firing Foster even if no criminal charges are ever planned, but he said he could not speculate.

Foster did not answer his door Thursday afternoon and could not be located for comment.

The school district said this was Foster's first year as principal at North Shore High, but he has been with the district for 14 years in teaching and assistant principal roles.

Yeager's bond was set at $2,000 on the felony cocaine charge and she was next scheduled to appear in court on Nov. 21.
