Drivers stuck in asphalt on SH 146, Kemah police shut down highway

KEMAH, Texas – Kemah police are advising drivers to avoid SH 146 near SH 646 due to a construction issue.

They said the road that is being paved is coming apart and all northbound traffic was stopped as of 3 p.m. Friday

The Kemah Police Department said the contractor who was doing the work on the road has brought in more equipment and will begin removing the damaged material.

The contractor will then re-lay asphalt on one northbound lane in order to provide one operable lane in each direction.

The contractor will then work through the night to get all the lanes reopened.

Sky 2 was over the scene where many vehicles were stuck in the road. It appeared that the asphalt was accumulating on the vehicles' tires.

An 18-wheeler driver was seen using a crowbar in an attempt to pry the accumulated asphalt off his tires.

A Texas Department of Transportation truck was also seen stuck in the tar.

Kemah police are telling people to call a bonding company and the paving company to file complaints.

The bonding company is Bond Pro: 713-503-6880.

The paving company is Angel Bros. Paving: 281-421-5721.

Bond Pro holds the company's insurance, they will be handling complaints.

Aside from providing information to motorists at the scene, the company is advising people to go to TxDOT's website to find information.

In a statement, TxDOT said:

"On SH 146 between FM 646 and FM 518, we have discovered an issue with the seal coat material NOT bonding to the roadway surface as expected. It is an unusual circumstance. TXDOT is working closely with our contractor, Angel Brothers to actively investigate the specific cause.

"Most immediately the contractor is working to remediate the problem by removing the failing overlay to be able to safely restore traffic as soon as possible.  At this time all northbound lanes and one southbound lane of SH 146 between FM 646 and FM 518 is closed.

Currently our contractor is diligently working on addressing the issue. We are hoping to get the roadway opened in 6-8 hours."
