Detectives said Louis Michael Albert, 19, who was armed with a loaded shotgun, tried to get inside the family's car and rob them.
The 23-year-old, who was in the back seat of the car, couldn't get out of the car because the child safety locks were on, police said. He pulled out a pistol and fatally shot Albert, police said.
The case will be referred to a Harris County grand jury.
