Deputy constable accused of touching woman inappropriately

HOUSTON – A law enforcement officer has been accused of inappropriately touching a woman he offered to help at the Houston Livestock Show and Rodeo.

Tommy Forgue, a Harris County Precinct 5 deputy constable, has been charged with official oppression.

Houston police said Forgue was working an extra job at the Houston Livestock Show and Rodeo World Championship Bar-B-Que cookoff on Feb. 22 and offered help to a 23-year-old woman who got separated from her family.

Forgue, who was in uniform, allowed the woman to use his cellphone to contact her family, investigators said. The woman wasn't able to get in contact with her relatives, so Forgue offered to drive her to her family's car to see if they were there.

The woman got into Forgue's unmarked vehicle and Forgue asked the woman to show him her breasts, police said. The woman refused and Forgue pulled up the woman's shirt and touched her, investigators said.

The woman used Forgue's cellphone to text a friend and tell him that Forgue was touching her and she needed help, detectives said. The woman tried to get out of Forgue's car and Forgue threatened to arrest her if she didn't get back into the car, police said.

According to court documents, Forgue said he did offer the woman a ride to help find her family and he threatened to arrest her on a public intoxication charge. He denied making any sexual comments to the woman, police said.
