Surveillance shows man minutes before allegedly setting Cypresswood apartment on fire

Surveillance video obtained exclusively by KPRC 2 News Reporter Corley Peel, appears to show the man accused of intentionally setting an apartment building on fire, moments before it burst into flames, killing his own brother and injuring several others, including a 3-year-old boy.
