Crime Stoppers offering $5,000 reward for arrest of man accused of cutting off ankle monitor

In less than a month, two Harris County murder defendants have allegedly cut off their ankle monitors and disappeared before trial, something Crime Stoppers Houston says should raise major concerns about public safety and electronic monitoring.
