Dog Rescued After Plastic Jug Stuck on Head in Houston Animal Cruelty Case

A dog found with a plastic jug stuck on its head is now safe, but authorities say the case doesn’t end there. A warrant has been served and a hearing is set in what the Houston SPCA is calling a serious case of animal cruelty.
