Mayor Whitmire issues proclamation for fallen Houston firefighter Marcelo Garcia

During the fallen Houston firefighter's funeral, Mayor John Whitmire issued a proclamation for Marcelo "Ox" Garcia III, who was tragically killed battling a fire in East End.
