Houston federation of teachers shocked by certification scandal

KPRC 2 is learning more about a million-dollar cheating scandal, where 200 unqualified teachers were able to receive teaching certificates and work in local schools. Jackie Anderson with the Houston Federation of Teachers shared her thoughts.
