Houston mayor proposes changes to address water billing problems following KPRC 2 ‘DRAINED’ investigation

Houston Mayor Sylvester Turner had a news conference on Monday to discuss the nine legal changes that have been proposed to address recent water leaks and billing problems in the area following KPRC 2′s “DRAINED” investigation.
