A proposal to expand Houston’s existing civility ordinance to a 24-hour enforcement in the East End has reignited debate among residents, city leaders, and advocates for the homeless.

Less than 24 hours after Houston’s City Council voted to expand its civility ordinance, the decision is already sparking debate across the city.

For the first time, peace officers in Houston will now be able to connect individuals experiencing homelessness with mental health crisis resources—part of a newly expanded city ordinance aimed at addressing complex issues on the streets of Downtown and East Downtown.
