Last month, the Texas Republican Party included in its platform a ban on foreigners using American surrogates, arguing the practice allows children born under these circumstances to obtain U.S. citizenship.

DHS rolled out the revamped tool while it was still adding data. That led to widespread misidentification, particularly for citizens born outside the U.S.

It’s the latest step to pool confidential data that the Trump administration claims will help identify noncitizens on voter rolls and tighten immigration enforcement.

Senate Bill 16 in Texas proposes requiring proof of U.S. citizenship for voter registration, affecting new voters and those currently registered.

Biden announced the program in June and Republicans in 16 states filed suit. The federal judge issued an order that puts the program on hold for at least two weeks.

U.S. Rep. Veronica Escobar’s legislation, dubbed the Dignity Act in partnership with a Florida Republican, also seeks to change asylum processes.
