Upon arrival, officers spoke with the victim, who reported that while she was seated in her vehicle eating lunch, a blue SUV backed into a parking space next to her vehicle.

The man exited the SUV, stood outside the vehicle, and stared at her while exposing himself and actively masturbating, police said.

The victim was also able to provide the license plate number of the suspect’s vehicle.

On Tuesday, Jan. 6, Pearland police were contacted by the Brazoria County Sheriff’s Office regarding several indecent exposure cases occurring in the area.

Investigators determined the same suspect vehicle and license plate were involved in multiple incidents.

The suspect was identified as Damond Linsey, a registered sex offender.

On Jan. 7, the victim provided dash camera video footage of the incident, which showed the suspect and the suspect vehicle.

Investigators confirmed the individual in the video matched Linsey, and the vehicle’s license plate was registered to him.

After reviewing the evidence, the Brazoria County District Attorney’s Office accepted charges.

On Thursday, Jan. 8, Linsey was arrested and charged with indecent exposure, with two prior convictions. Records show Linsey has been arrested seven times over a 28 year period for indecent exposure. The indecent exposure cases have been in Brazoria, Harris and Fort Bend counties.

This case remains under investigation.

Anyone who believes they may have been a victim or has additional information is encouraged to contact the Pearland Police Department Criminal Investigations Tip Line at 281-997-4211.
