Man accused of killing brother-in-law in 2022 shooting captured in Mexico

HARRIS COUNTY, Texas – A man accused of fatally shooting his brother-in-law in 2022 has been arrested in Mexico and extradited back to the United States.

Samuel Ibarra-Cleto, 37, was arrested in Mexico in September 2025. He has now been extradited back to Harris County.

The Harris County Sheriff’s Office says Ibarra-Cieto and the victim, Arturo Pecina-Rodriguez, had been feuding for several weeks before the shooting, which happened on Feb. 7, 2022 in the 5800 block of Elberta.

Pecina-Rodriguez was pronounced dead at the scene. He had multiple gunshot wounds.

Ibarra-Cleto fled the scene and was charged with murder. Investigators believed he fled to Mexico to avoid prosecution.
